The thing is, it's paused when she was moving her eyes. And because it is a video, frames overlap to create a smooth transition between frames. The pupils overlap each other within the two or so frames creating a "reptilian" eye look. The white of the eye cancels out colour in her pupil creating a lighter colour whereas in the middle where the pupils overlap, it creates a richer colour.
I may be wrong but it's honestly what I believe is the reason for this.
Other cases such as Justin Bieber's is different as he's literally looking at the camera, blinks and his eyes change and he stares for a second before blinking again and looking away. That one I believe but this one I feel is more of the way frames work
