This is pretty much and empty statement and a response to Russia statement that it would pursue the supporters of terrorism not matter who they are or where they were. This was not directed at governments but at the corporate backers of the Terror War (divide, conquer and enslave) and real genuine empathic warning and the US was required to respond by those corporations, not that it will do much good. Those corporate dogs can not stay safe while swanning around at luxury resorts, on mega yachts or private jets with both Russian and Chinese security seeking to permanently kerb those corporations insane plots and schemes.
The US does not give a crap about the Ukraine, they wanted control of the Crimea and with that gone, they are now stuck with a complaint from the EU, you broke and you can bloody pay to fix it, the US of course doesn't want to spend any more money on a corrupt failing state, they want to try to twist it around to get Russia to pay to fix the Ukraine (just like they used to pay billions of dollars year in and year out to prop it up, in order to keep access to what was basically a part of Russia, the Crimea).
They are also bitching because those chess loving Russian strategists played the US from the get go, pretty smart thinking, got the Crimea back, used to sanctions to silence complaints from their own citizens whilst the economy was restructured around alternate imports (create stronger ties with South America) and local production whilst still exporting oil and gas (major foreign debt win, thanks America).
The US clumsy as ever, three straight up provocations, blowing up a civilian airliner, cutting power to the Crimea (proof positive they have given up on winning the Crimean people back, ever) and shooting down a Russian military jet. Yeah, Russia blames a bunch of US corporations for that and the US government is just an empty media channel, reading off telepuppet scripts provided by others.
Messy, messy, messy and corporate executives are not protected by agreements meant to protect government representatives from, well, a different kind of sanction.
