North and South Korea ended hostilities a long time ago, but the war never officially ended. The fighting stopped because of the armistice signed on July 27, 1953. But there was no truce or peace treaty. The war still continues, so you can't declare war, it would only be a continuation of hostilities.

North Korea has a poorly equipped conscript army that doesn't even want to fight. You shoot at them and they run. They have a morsel of a navy and an air arsenal filled with MiGs from the 60's. Thats why they have a million troops on the South Korean border and haven't had the balls to attack. Where as the US and SK have 40,000 troops lined at the DMZ. This is fear mongering at it's best. DPRK would never will themselves up for an invasion for it is a losing battle. And China wouldn't protect DPRK if they are the aggressors.
I wonder why people care about North Korea, ok people die on the other side of the planet, South Koreans aren't friendly unless they are adopted so why should anyone in Europe care? We should have left North Korea alone in the 50s, they would probably be like China today.

People have said war would come for a very long time. People have called for a doomsday, the 2012 as an example. We are still here. Perhaps the government is just telling the truth? Has anyone not considered that? Every nation has plans set in place for civil disputes on large scale. World War 1 was a mistake, caused by a misunderstanding. World War 2 was started by an evil madman who needed to be stopped. We stopped him. We kept peace in the world. Why don't people ask themselves who was right in the Civil War? Who was just there? Answer me that and then maybe there is further justification.
