This is where the narrative breaks down. The USSR has already committed a (conventional) preemptive strike and been defeated. Not only is it hilariously inane to assume all both sides would ignore this event, and continue sabre rattling as if it hadn't happened – but it's also hilarious inane to assume there wouldn't be major splits in the communist ranks after such a unequivocal act of incompetence and miscalculation.
I reckon NATO would of used battlefield nuclear weapons as soon as the USSR invaded West Germany. Either by intent or by simple accident they would of used them.
By making VERY clear and VERY public that we would not use Nuclear Weapons on the soil of the Soviet Union or on the soil of any Warsaw Pact Nation, BUT we definitely WOULD use Nuclear Weapons on any Soviet or Warsaw Pact Nations Military Assets that were on NATO controlled or owned soil we would preclude a land invasion of the West. A Soviet armored column rolling into West Germany would be obliterated with Tactical Nuclear Weapons when they reached a line about 10 miles into West Germany. Doing this publicly and openly would preclude any "misunderstandings" over the use of Tactical Nuclear Weapons and should (hopefully!) preclude any Strategic use of Nuclear Weapons. Definitely a terribly dangerous roll of the dice…
