Obama has already admitted publicly that Syria is no threat to the USA. I can't see why Congress would approve to agree to an attack after this. Regardless of what Syria does. An attack would clearly make the USA the "aggressor". It would also be a violation of International law. And claiming an attack by the USA isn't "war" without "boots on the ground" defies logic. What would that make Pearl Harbor in WWII?
