Yet it is practically impossible for a person or a social group to do that. Governments have a better chance at doing it due to huge capability they have (that includes financing, military, etc). Believe it or not, everyone is busy running after their own business and survival in life. Yet, some may have hidden agendas but will barely succeed. Respect!

George Washington died at 1799 when the French revolution just ENDED.
I unlike most of you pay attention to my history classes.
