Your production sliders are locked, also wondering why you don't puppet the Ottoman's so you can use their army in the upcoming war? With the conquer war goal, the territory isn't going to give you a lot of resources and their entire army will vanish

If possible you should add Bulgaria into your faction. They could help keep the southern Balkans in check so Austria-Hungary could move more troops to the Russian boarder.
