Haunted places like these are well suited for a peaceful temple or leave it as a natural reserve.
You have to look at it from the perspective of the spirits that haunt this place. This is one ugly place for them. No doubt it's beautiful for us but chaotic for the dead. Have some respect. To do it right you have to locate every single grave and move it where it wants to go. Even so, for every step of the construction process you have to ask. Be aware, be nice.
