Apparently, he’s talking about going to war with China and Russia if they help Iran build a nuclear reactor, which would give Iran technology it needs to build a nuclear weapon.

All the smaller countries want nuclear weapons as a sort of firewall against the USA. You'll notice the USA bullies all the countries that have nothing and leave the big ones who have WMD's. So it's only natural that the countries should start a pursuit of nuclear weapons.
