Is there any comics where you get detailed accounts on how the human population deals with events like this? Are people content with living a life where Terrigen Mist flows in the streets. Witches make all mutants disappear or Hulk's destroy Time Square?!? Where the Human/Government push back? I understand that we read comics for the superheroes but what about the world around them?

Hulk's strength isn't unlimited because humans can't be mad all the time. Their brains are tired after a while so hulk will lose his hulk form and go back to the bruce.
